The ECSE program is a special services preschool for children living in the New Haven School District. Children eligible for the program must be three years or older to enter the program and must be assessed to determine eligibility. The ECSE program services children who have difficulty in the following areas:

- Expressing thoughts and ideas
- Saying words or sentences
- Under developed motor skills
